In decentralised states,
state functions are organised and financed on different political and
administrative levels. Developing resilience therefore requires territorial
administrative integration and effective political processes to manage
state-society expectations at all levels of government – from local
to national. It is equally important to consider relations between different
levels of government. The policy framework that defines centre-periphery
relations has an important impact on state-society relations and whether
tensions of unity and diversity within state and society can be managed
constructively.
