RF and Tatarstan delegation of authorities.

1. How Tatarstan succeeded to be an exclusive region in terms of its’ authorities?

         How do you think what factors were dominating in this case: subjective or objective (name    them)? Give your evaluation of the validity of it.

Here we can see some objective and subjective factors, which result to become Tatarstan an exclusive region in Russia. The key factor is the agreement between Russia and Tatarstan in February of 1994. Russia doesn’t depend on Tatarstan and Tatarstan too. Tatarstan capable to have individual government, their own president, who will elected only be citizens of Tatarstan. It looks like sovereign state. Nowadays both sides have no legal document about their correlation. As for subjective factors, Tatarstan have opportunity to quarry natural resources (gas, oil), and to develop them, what will lead to economic growth and to another improvements.

2. Suggest some more or less objective criteria to select regions for establishing special

favorable regime of relations with the federal center.

Criteria’s: natural resources, unemployment, Tatarstan’s history and geographical location.

3. What is the author’s opinion on respect of whether special delegation of authorities between Tatarstan and Russian Federation is a good thing? Do you agree with him and why?

Author think that the situation between Russia and Tatarstan is favorable and this decision prevent conflict between them. I agree with the author, because this action from Russia will help to other regions of country .
